NON-CUSTOMS GOVERNMENT AGENCY HOLD

I’m not sure if this is typical, but my new GLP is being delayed in Louisville, Kentucky for a “NON-CUSTOMS GOVERNMENT AGENCY HOLD”. It was due to arrive today, but now it’s lost in Louisville.
From what I can gather, this means that it has cleared customs, but is being delayed by yet another bureaucratic layer (FDA, DEA, etc).
